All accounts and debts owed to the City, including, but not limited to, utility accounts (e.g., water, gas, sewer, solid waste), emergency medical service charges, fines, fees, assessments, costs, and interest, shall be paid as provided in the Code. The City may engage an agent to collect any account or debt owed to the City that is delinquent. In addition to the amount owed, the account debtor shall pay any and all reasonable costs and expenses of collection of such delinquent accounts or debts, including, but not limited to, court costs, surcharges, attorneys’ fees, and collection agency fees.
